This paper did not begin as a theory.

It began as a question.

Over the course of more than four decades in public service—across the Air Force and within the U.S. Department of Health and Human Services—I found myself repeatedly inside moments of change that did not behave the way our models said they should.

Plans were made.
Processes were followed.
Frameworks were applied.

And still, change did not move.

Or it moved—but not because of the plan.

It moved when something shifted that was harder to name.

A moment of clarity.
A release of resistance.
A quiet return of possibility.

What I came to recognize—slowly, and then all at once—is that change is not something we impose.

It is something we enter.

That realization did not arrive through analysis alone.
It emerged through lived experience—through moments of uncertainty, disruption, loss, and renewal.

I began to notice patterns.

Not steps to follow, but pulses to recognize.
Not control points, but conditions.

I saw that every moment of change existed within a larger field—one that included not only structures and systems, but meaning, perception, and relationship.

I came to understand that three forces were always present:
what holds, what directs, and what moves.

Structure.
Intention.
Agency.

And then, most importantly, I saw what makes movement possible.

Not certainty.
Not confidence.
Not even clarity.

Hope.

Not as optimism, but as orientation.

The moment when something opens—
just enough—for movement to begin again.

This work is the result of that recognition.

It is not offered as a model to follow,
but as a way to see.

What follows is an attempt to give language to that experience—
to describe the field in which we are already living,
and the pattern through which we are already becoming.
